A city built mostly in the 1970s and 1980s
When the city last tabulated housing age for its planning documents, using 2000 Census data, the average single-family home had been built in 1987. About 64 percent of its 12,296 units went up between 1970 and 1989, and only about 1 percent predated 1960. Esri figures cited by the county put the total at 16,357 units in 2022.
That puts a large share of homes at roughly 37 to 56 years old today. At that age the plumbing that fails is usually the fittings: supply shutoffs that seize, braided lines that split, a second or third water heater, and slow drains. We cannot say what pipe your walls hold from the year alone, so a technician looks before recommending anything.
West of Town Center, east into Tuscawilla
Calls reach us from near Central Winds Park and Trotwood Park to the shops at Town Center, which opened in 2002. Each area has its own mix of ages, and the dispatcher asks your street name to send the right tools.
The original-town streets along SR 434
The city's housing element describes the older western section as quarter-acre lots with lower home values. Older drain lines on lots like these are worth a camera look before a remodel, since mature trees sit close to the pipes.
Tuscawilla and the country-club streets
The Tuscawilla development on the east side dates from the 1970s and includes upscale homes. Larger lots mean long irrigation runs and more yard to hide in, so a slow-moving leak can sit unnoticed behind a high water bill.
Manufactured-home communities
The city's housing element lists mobile home communities such as Hacienda Village and Tuskawilla Trails. Supply lines in these homes run under the floor, so check the skirting and look for damp insulation if pressure drops.
Hardness of about 150 mg/L: where the scale lands
The city's Potable Water page says Winter Springs water averages 150 mg/L hardness, or 8 grains per gallon. That is on the hard end of the scale, so minerals leave a crust wherever water is heated or evaporates. The same page says the city aerates water to remove hydrogen sulfide, the rotten-egg gas.
| Where it shows up | What hardness does | What we do |
|---|---|---|
| Tank water heater | Scale and sediment settle on the bottom, causing rumbling and wasted energy | Flush the tank and inspect the anode rod |
| Tankless unit | Scale clogs the heat exchanger and triggers error codes | Descale with a pump and vinegar or approved solution |
| Faucet aerators and showerheads | Weak, uneven spray from blocked holes | Clean or replace the parts |
| Dishwasher and ice-maker valves | Mineral buildup slows the inlet and sticks the valve | Replace the valve and check pressure |
What to do before we reach Winter Springs
Stop the source
Close the nearest fixture shutoff, or the main valve at the house if the leak is large. For a heater leak, close the cold inlet on top of the tank.
Kill the heat source
Turn the gas valve on the heater to off or flip the 240-volt breaker. Do not relight a heater that has stood in water.
Check the neighborhood
If the street is wet or the water has gone brown, call City Hall at (407) 327-1800 and ask about notices before you drink or cook with it.
Protect what is dry
Lift rugs and small furniture off wet floors, set a bucket under drips, and photograph the damage for your insurer. Avoid standing water in a flooded yard.
Our emergency number is staffed 24/7, so you can call mid-step and a plumber will be sent while you finish.
Hayes Road, Gee Creek and the flood record
On September 29, 2022, Hurricane Ian forced the rescue of about 80 residents and 20 to 30 pets over roughly seven hours from a neighborhood near Hayes Road, Holiday Lane, Mockingbird Lane and Lido Road. During Irma in 2017, news coverage reported possible sinkholes on Wade Street and in an apartment parking lot.
A city stormwater plan reviewed in December 2025 looked at 46 areas and named 12 as priority flood-risk locations, with Gee Creek, Soldiers Creek and Howell Creek among the waterways. Wet season starts around May 27 in a typical year, so before June, check that your cleanouts are capped and your sump discharge points away from the house.
Boil notices in Deer Song and the Highlands
The city's own releases show how a single failure can reach a lot of homes. On June 28, 2023, a valve failed during hydrant maintenance and led to a notice for the Deer Song area, about 172 homes. On August 1, 2023, a contractor installing fiber struck a 12-inch main near Sheoah Boulevard and a notice covered more than 400 homes in the Highlands.
The city runs 8 wells and 3 plants, with about 244 miles of water line, 112 miles of gravity sewer and 43 lift stations. After a notice lifts, flush taps, replace filters and run the water heater through a cycle. The city pages do not say who owns the sewer lateral, so ask the utility division before digging.
Whatever the age of the house, new plumbing work follows the IPC-derived plumbing chapters Florida enforces, and the city's Building Division handles the permit side.
Permits and who to ask
The city's Building Division, at 1126 East State Road 434, handles electrical, plumbing, fuel gas, heating and air conditioning permits, Monday through Friday from 8 to 5, at (407) 327-5963. We found no published water heater permit rule, so ask them what applies to your address.
A heater that has already failed should not wait on that call. Tell us the situation and we can help you plan the paperwork around the repair.
Plumbing work Winter Springs asks for
Scale and age turn up in heaters, so many calls end in water heater replacement or a switch to a tankless water heater with a descaling plan. Where supply lines have aged badly or a pipe keeps failing, repiping the whole house ends the patch-and-repeat cycle.
Roots in older lots show up as slow drains that return, which is where sewer line cleaning comes in. We also cover the neighboring towns of Casselberry and Longwood.

Winter Springs plumbing questions
Yes. ZIP 32708 is the main one, running from Town Center and Central Winds Park through Tuscawilla and Trotwood Park. It also reaches addresses outside the city limits, so check your utility bill. ZIP 32719 is a PO box ZIP tied to a branch post office on East SR 434.
Yes. Our emergency line is answered 24/7, including weekends and holidays, and a licensed plumber is dispatched from Altamonte Springs. Non-urgent jobs can get a same-day appointment when the schedule allows.
The city's Potable Water page says it averages 150 mg/L, which is 8 grains per gallon. The page is undated, so test your own tap with a strip. Hard water scales water heaters, so ask us about flushing.
City releases name the Deer Song subdivision area on June 28 and the Highlands area on August 1. Smaller notices covered streets such as Nighthawk Circle and Seasons Court. Check the city for anything current.
The Building Division at (407) 327-5963 covers plumbing permits. We did not find a published water heater rule, so ask about your exact job. If a tank is flooding your garage, call us first and sort the paperwork next.
The utility pages we reviewed do not say, so ask the city's utility division before you dig. A camera inspection shows the exact spot, which gives you something specific to bring to that conversation.
Wait until water has receded from the yard, then have a plumber check cleanouts, floor drains and the heater. Floodwater can push sewage backward through low fixtures.
